Glenn Fedale, Sr.
Read Bio
Glenn currently works at G Fedale Roofing and siding as the Director of Business Development. He has worked for his son, Glenn Fedale Jr, the founder of the company, for 7 years. Glenn has spearheaded the Roofs From the Heart initiative, identifying the need and working with the staff to donate and give back to the communities they served. Glenn also heads up the Leadership Development program that is an ongoing training program at the company. He is the loving father of 10 and grandfather of 30 children. He continues to be the visionary for the Roofs From the Heart organization and is instrumental in their charitable donations.

Celeste Enzor

Celeste has worked in non-profit industry formerly in Paterson, New Jersey and currently in Wilmington DE for a combined 13 plus years. March of 2021, she joined the Kingwood Community Center/WRK Group as the Community & Family Service Coordinator. She is now the Community and Family Service/Senior Center Manager. Celeste graduated from Montclair State University in Montclair, NJ with a BA in Sociology. Throughout Celeste’s professional career in the non-profit industry, she has provided coaching and mentoring to Child Care Teachers, Directors, Family Child Care (FCC) Providers and has worked with numerous Child Care Centers and Family Child Care Providers so they could provide the highest quality care to children enrolled in their programs. She has also met with NJ state and local city reps to ensure the childcare resource and referral agency in Passaic County, NJ continues to receive state funding in order to provide service to all of the Passaic County residents in need. Celeste has served on the Family Child Care Committee as the treasurer and is now on the Roofs from the Heart Board. Celeste currently works with various Wilmington Community Organizations/Partners and plans different Community events at Kingswood Community Center to ensure the that the people in the community receive resources that meet their various needs and have a safe place to gather with their families. Celeste enjoys working in non-profit, loves working in the community and being apart of the community, as well as serving on the Roofs from the Heart board. She looks forward to continuing to serving the community as well as serving as an active board member. One of her favorite quotes is “Today is a good day, to have a good day.”

Allen Fedale

Allen Fedale is the Vice President and one of the original founders of Roofs from the Heart, a nonprofit organization dedicated to providing roofs for families in need. As a seasoned entrepreneur and leader in the roofing industry, Allen brings years of expertise in construction, business development, and community service to the organization. With a strong background as a partner at G.Fedale General Contractors, Allen has built a reputation for excellence in roofing, siding, and exterior renovations. He is also actively involved in mentoring business owners, supporting charitable initiatives, and leveraging his industry knowledge to create impactful solutions for homeowners in need. Beyond his professional work, Allen is a dedicated family man, an advocate for faith-based business leadership, and a mentor to the next generation of tradespeople. As Vice President, he is committed to expanding the reach and impact of Roofs from the Heart, ensuring that more families receive the shelter and security they deserve.

Jim Purcell

Jim Purcell has over 25 years of experience in the public and private sector working in education, public policy and human services. Jim attended the University of Delaware, graduating with a political science and history education degree in 1993. By 1997, Jim had received his Master’s in Public Administration from the University of Delaware with a specialization in state and local government and non-profit management. In 2005, Jim became the State Director for Communities in Schools of Delaware, where he helped to build the organization from the roots up. As State Director, Jim helped grow Communities In Schools in Delaware from serving four schools to 15 schools. He increased the organization’s budget from $350,000 to over $2,500,000 employing and managing non-profit agency with 40 employees, influencing the lives of over 12,000 students in Delaware. Currently, Jim is the Director of Development Energize DelawareEmpowerment Grant, a non-profit dedicated to bringing energy efficiency programs to Delaware residents. Under the direction of the Public Service Commission, Public Advocate’s office and with advisement from the Energy Efficiency Action Council at DNREC, Energize Delaware under the leadership of Jim oversaw a grant program for communities in the Delmarva service territory within Delaware to ease the energy burden these communities. In 2022, Energize Delaware launched the Energy Equity Fund to broaden the scope of the Empowerment Grant program. The Empowerment Grant’s vision is to implement impactful and innovative energy equity projects in underserved communities that include direct investment, community outreach, education, and engagement. Low- and moderate-income communities have been historically underserved. Jim is a member of the University of Delaware Alumni Association, Philantrhopy of Delaware and serves on the Milford City Planning Commission. He resides in Milford with his daughter and is often coaching, teaching the youth of the community.

Colleen Perry Keith

Colleen Perry Keith, Ph.D. is the14th president (and first female president) in the 136-year history of GoldeyBeacom College, assuming this role July 1, 2019. With more than 35 years of higher education experience, Dr. Keith served as president at Pfeiffer University, and at Spartanburg Methodist College. She currently serves on multiple boards including The Partnership Board of Directors, the education affiliate of the Delaware State Chamber of Commerce; the Board of Governors for the Delaware State Chamber of Commerce; the Board of Directors of Transform Mid-Atlantic, serving as the Vice Chair of the Executive Committee; and as the Vice Chair for the Division II Executive Board of the National Collegiate Athletic Association. Locally, Dr. Keith serves on the boards of the Wilmington Rotary Club. Dr. Keith is also active with the Forum of Executive Women – Delaware, the Fund for Women, the Steering Committee for the Delaware Million Women Mentors and on the advisory committee for the Fresh Start Scholarship program. In 2010, she was named the South Carolina Career woman of the Year by the South Carolina Business and Professionals Woman’s Foundation and was selected as a 2022 Women in Business Honoree by Delaware Today Magazine Dr. Keith holds a Bachelor of Arts Degree in Political Science from Binghamton University; Master of Education Degree in Education Counseling from University of Pittsburgh; and a Doctorate of Philosophy in Higher Education Administration and Student Affairs from The Ohio State University. She lives in Pike Creek with her husband, Barry and their two English bulldogs, Daisy and Charlie. She has one son and daughter-in-law, Tim and Anna Hogan, residents of Arlington, VA and is excited to welcome her first grandchild later in 2023.

Craig Murray

For the past 30 years Craig Murray has been working as a professional engineer designing capital improvements for municipalities and industries. Most of his professional experience has involved the design of water and wastewater treatment plants, but it has also included building-related work for cities, authorities, and school districts. It has even involved a few roof replacement programs! Prior to Roofs from the Heart, Craig served on two boards. From 2003-2011 Craig was a member of the board of the Chesapeake Water Environment Association, including one term as President. From 2016-2022 Craig served on the board of the Leukemia and Lymphoma Society (LLS). Craig, along with his family and friends, has raised over $350,000 in support of LLS and finding a cure for blood cancers. Craig and his family have lived in Wilmington, DE since 2001. Craig and his wife Dana are proud graduates of the University of Delaware, and now both of their children (Colin and Sophie) are following in their footsteps as current Blue Hens. In addition to playing golf and going to sporting events, Craig has found a passion for gardening, so you can often find him in the yard tending to his flowers.

Joffrey Hill

Joffrey Hill is an attorney residing in Middletown DE. Throughout his career, Mr. Hill has worked in both the public and private sector focusing his practice primarily in the areas of Labor and Employment Law and Cybersecurity/Data Privacy Law. Most recently, Mr. Hill worked as in house counsel for National Grid, a major utility company based in the UK with locations in the Northeast United States. He handled matters related to the day to day operation of the Company in all labor and employment related issues, including union negotiations and litigation matters. Mr. Hill was also the primary attorney handling all cybersecurity breach matters as well as negotiating the necessary data privacy provisions for multi million dollar vendor contracts. Mr. Hill was born and raised in Albany, NY. He graduated from Cornell University with a BS in Public Affairs Management and attended Howard University School of Law where he received his Juris Doctor Degree.
Throughout his career Mr. Hill has worked closely with not for profit organizations including serving as counsel to the Plainfield Rescue Squad, Concord Family Health Services, Plainfield New Jersey YMCA, Planned Parenthood of Northern New Jersey and the Brooklyn Perinatal Network. In addition, Mr. Hill has served as a Board Member for the United Way, the Plainfield Health Center and was appointed by the Mayor of Plainfield to serve on the Board of Adjustment for the City. Mr. Hill has always been passionate about utilizing his professional and athletic experience to assist others in his community, particularly the young people in his environment. He was one of the founding members of the Youth for Action Movement in New Jersey, an organization that provided mentoring services and sports activities for young men in the community. On the personal side, Mr. Hill enjoys spending time with his family, traveling and is still very active in sports including bowling and basketball. He is an avid fan of the New York Knicks and New York Mets. Mr. Hill is married and his wife is also an attorney. He has two adult children, who are successful professionals in academia and corporate real estate respectively.

Gregory Whilby

Gregory Whilby has over 20 years in real estate and banking experience. Greg has worked for institutions such as Capital One, HSBC, Sallie Mae, and now currently at Stepping Stones Community Federal Credit Union as the Director of Operations. Additionally, he has a consulting firm that partners with small businesses to assist with creating solutions for greater success. He has extensive real estate experience in leading private organizations to structure and implement strategies for acquiring, managing, consulting, and financing real estate projects in around the DMV area. He currently serves as the Vice Chair for Stepping Stones CFCU. He is a husband and loving father of 3 children and lives in Wilmington, DE.

Theodore Ashford IV

Ted, age 59, has lived in Wilmington, Delaware for more than 50 years. He is currently the President and Chief Investment Officer of Ashford Capital Management. He is responsible for overseeing the planning and operation of the firm’s investment decisions, process, and related client services. Ted has served on the boards of several local organizations including The Tower Hill School, Friendship House, The Mt. Cuba Astronomical Observatory and several family foundations. Ted is especially excited to work with the Fedale family, the board, and the executive team to help build Roofs from the Heart into a meaningful contributor to the lives of families in our community.

Jennifer Cohan

Before joining the Associated Builders and Contractors of Delaware as its President in 2025, Jennifer Cohan was the Chief Executive Officer of Leadership Delaware Inc., a non-profit that focused on developing talented leaders in the First State. Before that, she led the Delaware Department of Transportation (DelDOT) under two Governors. There, she led agency-wide reforms and produced the most significant capital program in the State’s history. Before being appointed Secretary, Jennifer was the first woman to be the Delaware Division of Motor Vehicles Director. Her state public service career spanned more than 31 years.
Her previous work includes serving as the Financial/Program Manager at the Delaware Department of Natural Resources and Environmental Control (DNREC), managing the state’s Clean Water Program, and working with the Delaware State Legislature within the Office of the Controller General. Jennifer graduated summa cum laude from Wilmington University with a Bachelor of Science in Business Management and a Master of Science in Public Administration. She attended the Fels Institute of Government at the University of Pennsylvania. She remains involved with Wilmington University as an adjunct professor teaching Leadership and Public Policy in the master’s program for over a decade. She has held various national and international leadership roles in Transportation, Leadership, Public Policy, and Motor Vehicle and Personal Identity Administration, always focusing on customer service.
Beyond her professional duties, Jennifer is a Greater Dover Boys and Girls Club, and State Board of Trustees board member, serves on the Delaware American Heart Association Board of Directors, and is a Hope Medical Clinic board member. In 2016, the Del-Mar-VA Council of the Boy Scouts of America honored Jennifer with the Kent Distinguished Citizen Award for her commitment to public service. She is a 2021 inductee of the Delaware Women’s Hall of Fame and Delaware State News’ Person of the Year. Jennifer was honored as the Delaware Business Times CEO of the Year 2024.

Jennifer Parsons

Jennifer Parsons is a seasoned community leader, healthcare advocate, and entrepreneur with more than 25 years of experience advancing equity, housing stability, and health outcomes across Delaware and beyond. She currently serves as an Associate Consultant with PMG Consulting, LLC, where she supports nonprofit and healthcare partners through strategic planning, program development, and project management. She is also the Owner of Addie Consulting, providing grant management, stakeholder engagement, and workforce development consulting to organizations in Delaware and North Carolina.
Jennifer’s professional background spans state government, managed care, nonprofit leadership, and direct service. She has held leadership roles with Delaware First Health (Centene), the Housing Alliance of Delaware, Catholic Charities, and the Delaware Division of Social Services. Her work has focused on eviction prevention, rapid rehousing, Medicaid and public benefits access, and community-based health initiatives. She has managed grant-funded initiatives, coordinated statewide outreach efforts, and led cross-sector partnerships that bridge healthcare systems and underserved communities.
A recognized and trusted advocate, Jennifer was named the 2024 Delaware Mother of the Year® by American Mothers, LLC in recognition of her leadership, service, and community impact. She currently serves as President of the Board of Directors for the Dorcas Salvation Foundation and as a Board Member of Autism Delaware, with previous board service on the Sussex County Health Coalition. She remains actively engaged in numerous statewide coalitions and initiatives focused on health equity, housing access, developmental disabilities, and community empowerment.
Jennifer is a devoted wife, proud mother of two adult sons, and grandmother to four grandsons. Her personal commitment to family and community deeply informs her leadership philosophy and her unwavering belief that everyone deserves a seat and a voice at the table

Kate Domanski

Kate is the Executive Director of the Roofs from the Heart organization. She started with Roofs from the Heart in 2022. Her background is in franchise sales, operations management, and business development. She remains steadfast in increasing advocacy and creating awareness surrounding the issues that are plaguing disadvantaged communities within Delaware and SE PA communities. These issues produce health disparities and inequities that can be served through the improvement of housing conditions. Kate’s favorite part of overseeing this organization is meeting the recipients of the program, hearing their stories, and helping them get the services they need to have a better quality of life. One of her goals is to strengthen the collaboration with other home emergency repair organizations to better fulfill the need in substandard housing.
